Labuan Financial Licences

Labuan is a Federal Territory of Malaysia and home to the Labuan International Business and Financial Centre (Labuan IBFC). The Labuan Financial Services Authority (Labuan FSA) was established in 1996 under the Labuan Financial Services Authority Act 1996 as the statutory body responsible for developing and regulating Labuan IBFC. Its licensing and supervisory framework is built on the Labuan Financial Services and Securities Act 2010 (and its Islamic finance counterpart), applied in line with international standards.

5. Credit Token Licence
For businesses issuing prepaid cards, vouchers, or cryptocurrency as credit tokens — also a common licence route cryptocurrency issuers use to establish business legitimacy.

6. Fund Management Licence
For portfolio management and fund management business.

7. Securities / Capital Markets Licence
Covers securities dealing, investment banking, and other capital markets business.

8. Exchange Licence
For establishing a listing and trading venue for financial instruments, including securities, funds, digital securities, and cryptocurrencies.

9. Trust Company Licence
For trust administration and wealth succession services, including private trust company and foundation structures.

10. Company Management Licence
For treasury processing and corporate advisory services.

11. Leasing Licence
For aircraft, ship, and equipment leasing.
