The Hong Kong Money Lender Licence is fully regulated by the Money Lenders Ordinance (Cap. 163). A licence is required to carry out any lending, financing, or credit business in Hong Kong. Unlicenced lending is a criminal offence: the loan agreement receives no legal protection, offenders face a maximum penalty of a HK$100,000 fine and imprisonment, with interest irrecoverable through the courts.
